Napolitano Secures Funds for 38th District

Congresswoman Grace Flores Napolitano (D-Norwalk) is pleased to announce that pending the President’s approval, the following district funds have been secured in the recently passed Omnibus Appropriations bill, HR 4818.

·        POMONA

$1,250,000 for Route 71 Expressway Grade Separation Project:  For construction of a four-lane overpass for Mission Blvd. over the existing four-lane Route 71 Expressway, entrance and exit ramps between the two corridors.

$250,000 for Police Communications System Upgrade:  To make essential technology improvements that will eliminate communication lapses and “dead zones” which currently hamper police operations and timely response to emergencies.

$140,000 for La Casita After School Program:  To support after school programs utilizing community center facilities to provide high-risk teenagers with positive and intensive educational programs, along with recreational activities aimed at reducing gang violence, vandalism and related problems.

·        MONTEBELLO

$250,000 for the Police Department:  To replace and upgrade the Police Department’s Computer Aided Dispatch and Records Management System (CAD/RMS).

·        NORWALK

$410,000 for Transmission Main:  For planning and construction to upgrade the City’s water facilities and provide a more reliable water supply. Inadequate water supply and pressure restrict development in the Norwalk Park neighborhood and inadequate storage limits the City’s fire suppression capability.

$150,000 for Teen Alliance Program (TAP):  To expand TAP activities and serve more teens. This City-run after-school program is open to all teens in the City and has an active membership of over 300 participants. TAP provides a safe, fun and enriching alternative to gang involvement and other delinquent activities.

·        PICO RIVERA/LA PUENTE/SANTA FE SPRINGS

$500,000 for Pacific Clinics Adolescent Suicide Prevention Program:  To provide a variety of school-based mental health services to middle and high school youth.  Although primarily focused on suicide prevention, the program also works with any teen needing help to deal effectively with depression, low self esteem, anorexia, substance abuse and other related conditions. The program serves students at Los Alisos Middle School in Norwalk, North Park Middle School in Pico Rivera, Lake Center Middle School in Santa Fe Springs, and Bassett High School in La Puente.

·        OTHER ENTITIES AND MULTI-CITY PROJECTS

$1 million for MTOC Coalition Bus Lines (Cities of  Montebello, Norwalk, Commerce, Culver City, Gardena, Santa Monica and Torrance):  To fund the replacement of buses that are at the end of their useful life (more than 12 years old), with ADA accessible and cleaner fuel buses; replace diesel-fueled buses with alternative fuel (CNG and electric) and cleaner-burning diesel buses; expand service in high demand areas of four operators’ systems; and construct compressed natural gas fueling facilities and additional bus facilities.

$2 million for Alameda Corridor East (ACE) Phase II Plan To implement a comprehensive corridor improvement program that will address both existing and anticipated safety and mobility issues at a total of 55 grade crossings along a 35-mile corridor through San Gabriel Valley from East Los Angeles to Pomona.

$500,000 for SGV COG’s Metro Gold Line Phase II Extension To fund Phase II of the Gold Line Project to connect downtown Los Angeles and Claremont through the Los Angeles Metropolitan Transportation Authority’s Metro Rail System.  (Phase II extends eastward 22.5 miles from Pasadena, CA to the western edge of San Bernardino County, connecting 11 cities with 10 stations and serving an area of approximately 1.9 million residents and 30 municipalities.)

$200,000 for Foothill Transit’s “Transit Oriented Neighborhood Program”:   To construct commuter park-and-ride facilities throughout the San Gabriel and Pomona valleys.

$72,500 for South Montebello Irrigation District:  To construct a community center included in the newly-planned emergency response building.

$4,500,000 for San Gabriel Basin Water Quality Authority:  To continue its groundwater contamination cleanup program.
